Ellen Palmintier, JD, RN, is a government affairs strategist, attorney, and former registered nurse with extensive experience in healthcare, higher education, and public policy. As founder of Palmtree Consulting, she advises organizations on legislative strategy, regulatory engagement, and advocacy initiatives at the state and federal levels. Previously, she led state policy advocacy and federal health policy advocacy efforts for Tulane University and served in senior policy roles for the State of Louisiana. Ellen is recognized for securing impactful legislative outcomes, building bipartisan coalitions, and navigating complex policy environments to achieve results.
